fix: public form validator updates #2394

  • all validators except for the requiredValidator, allow for blank values i.e. previous optional param is now true

Steps needed to test

Currently these validators are only being used in the public form so testing isn't required

- all validators except for the requiredValidator, allow for blank values i.e. previous `optional` param is now true.
