Right now the project is missing a GET_STARTED guide for external users.

Describe the solution you'd like

Fill in the docs/GET_STARTED guide including:

Installation
Usage with example(s)
References to Kiota usage

Additional information

Also include references to this doc in the root README.md, moreover add some development details.
