Included in this PR:

• Consolidation of property management, especially redundant property management
• Ability to set up SSO connections and pull role information from the SSO provider (documentation here https://uwdigi.atlassian.net/wiki/spaces/OG/folder/235175938)
• Ability to overwrite variables in the database through a startup configuration (documentation here https://uwdigi.atlassian.net/wiki/spaces/OG/folder/234487814)

@CalebSLane generally the PR looks good. is there a reason you decided to do a docker build for the hapifhir and nginix ?
if so , we would need to publish those builds on dockerhub and we use the same custom images in dev.docker-compose.yml and docker-compose.yml
