What does this pull request do?

Moves quest to IF and default dialog tables
deleted un needed npc file

Steps to test these changes

quest works.
fame is default 30 for 1st time
5 for every other time
can trade and items + at least 2 bat wings and get reward, only 2 bat wings removed from trade container
