[lua][Quest] move Teamwork quests to IF

Moves quests,
1, Into to Teamwork,
2. Intermediate Teamwork,
3. Advanced Teamwork
to IF and default function

new: will only trigger to check over party conditions if have a party formed.

removes the out of era past from 6 members to current 2 members checks
