This PR adds the eigenda-blob-scraper tool to enrich the EigenDA operator's Prometheus metrics with metrics related to blob data. It is the data shown in https://blobs-goerli.eigenda.xyz/, but in Prometheus metrics form, the operator can then use it for monitoring.
