rsync:host is used solely by the linux kernel build as a fancy file copy. We're not doing something special with our rsync:host build, so switch to a system provided rsync. My belief is that most dev systems already have rsync installed.

Debian - and likely Ubuntu etc - don't ship with rsync installed by default (actually I'd be surprised if any generic distro came with rsync in standard images).

Switching to rsync from host is a good idea though, no need to build it ourselves.

Sorry I did not correctly phrased it, I was thinking about a distro that has it not at the repo.
