Changes:

• Adds a geometry column to the cook_county_parcel_locations dataset.
  • Closes Make a geometry column from the (lat, long) cols in the Cook County Parcel Locations dataset #233
• Refactors the Socrata taskflow's transform_data_tg task_group to be reusable, extracts it to a dbt_tasks.py module, updates the Census and TIGER taskflows to use this refactored transform_data_tg.
  • Closes Extract the transform_data_tg out of the socrata, census, and tiger taskflows #235
  • Closes Implement standardized and clean stage dbt model generation for TIGER-taskflows #226
• Adds chicago_building_violations and cook_county_parcel_proximity dataset pipelines to test the updated Socrata taskflow.
• Adds the cc_mortgage_status_by_tract_acs5 and cc_housing_tenure_single_race_by_tract_acs5 dataset pipelines to test the updated Census taskflow.
• Adds the cook_county_linear_water_2024 dataset pipeline to test the updated TIGER taskflow
• Modifies the Socrata taskflow to run the transform_data_tg task_group even if local data is fresh.
