fix: sync filter_mod.dopplerfold with filter_mod

filter_mod.dopplerfold.f90 out of sync with filter (missing the latest QC bug fix #450

I don't believe there is documentation for filter_dopplerfold at the moment. It is a hidden feature.

Successfully updated filter_mod.dopplerfold.f90 to include the changes made for the latest QC bug fix. It is now up-to-date with filter_mod.f90 on main. Working compile with wrf
