After the recent Gaea-C5 OS upgrade, GDASApp fails to build.
This issue corrects Gaea-C5 build and updates the build scripts to conform to ufs-wx-model (following ufs-wx-model ufs-community/ufs-weather-model#2448) and eventual global-workflow updates.

@DavidBurrows-NCO is there no need to update the gaeac5 modulefile?

@CoryMartin-NOAA The gaeac5 module file looks good to me. The EPIC SI team installed spack-stack at the same location as before the OS upgrade, so I just moved gaea to gaeac5. I also just double checked that these paths still exists on C5: CRTM_FIX, GDASAPP_TESTDATA, and GDASAPP_UNIT_TEST_DATA_PATH.
