added documentation build

Fixes #80

Adding a doxygen build.

This builds the documentation in the developer.yml workflow and automatically updates the on-line docs with whatever is in the develop branch. We will keep it like this for a while, while we are merging in existing documentation. Eventually, when we are all done, we can just show the latest release docs.
