GreenHEART Release Preparation
This PR removes any non-GreenHEART code, documentation, tests, data, and etc., and updates all the CI, Python compatibility, and installation workflows in the same way as HOPP.

This PR is on HOPP's dev/refactor purely due to the timing of when someone could assist in identifying what can be safely removed.
Test results, if applicable
Not currently passing because of some lingering HOPP references that seem to be broken, but I think this can be dealt with once the dev/refactor branch is moved over to GreenHEART and merged into develop.
