v2.0.4: added a license file

Added a license file (BSD 3-Clause License) so that the package can be reused.

Updated file handlers

In this version, we added get_file_list in the file handlers so that the external library databroker.assets.get_file_list may be used to retrieve file lists corresponding to the datum.
