This modifies that python dependencies installation instructions due to the http://www.lfd.uci.edu/~gohlke/pythonlibs/ no longer hosting the version of python packages required by digits. By alternatively installing the packages via conda and setting the environment variable to use conda as the default python install as well as package manager, python dependency installation of older versions of the packages is viable.
