General Intel CPU/GPU refactoring #1185

Description of changes

Addresses some stuff brought up after #1161 was merged.

Also, it turns out that the hybrid codec wasn't needed for the t480s, and it was my simultaneous changes to chromium that enabled VAAPI support. Oops.

Things done
  • Tested the changes in your own NixOS Configuration
  • Tested the changes end-to-end by using your fork of nixos-hardware and
    importing it via <nixos-hardware> or Flake input
