cargo-cross: disable impure unit tests

These two tests depend on the CARGO_BUILD_TARGET environment variable being unset, but they are now being set ever since #298108.

I decided to skip them, because it does not seem that easy to isolate a single unit test from environment variables, and I think we can just depend on upstream to not break the logic in these two tests (they are not testing anything complex).
