zfs_2_3: init at 2.3.0

• Not yet removing zfs_2_1 or marking as insecure, pending clarification from upstream (see Clarify current OpenZFS LTS release (still 2.1?) openzfs/zfs#16945)
• Not yet changing default zfs, as this PR can then be backported, but we may not want to backport the change of default to 24.11 (thoughts?)
