We need to think about indexes. Here are two ideas.

CREATE UNIQUE INDEX "IDX_ID"
   ON drug_hoi_relationship (id ASC NULLS LAST);
ALTER TABLE drug_hoi_relationship
  CLUSTER ON "IDX_ID";

CREATE INDEX "IDX_DRUG_HOI_RELATIONSHIP"
   ON drug_hoi_evidence (drug_hoi_relationship ASC NULLS LAST);
ALTER TABLE drug_hoi_evidence
  CLUSTER ON "IDX_DRUG_HOI_RELATIONSHIP";
