This PR does not change any python code.
Soon we will prepare targets for states, in addition to Congressional districts.
There are enough differences in data and issues between states and CDs that it seems advisable to have separate R projects for CD target preparation and state target preparation.
This PR simply moves the current R target preparation project, which has been focused on CDs, into its own prepare-cds subfolder.
Soon we will create an R project that prepares targets for states.
