PR initial cut at state targets

Does not change any .py files.

Initial cut at state targets. It uploads R code (.qmd and .R files) that:

• Create a file with data to be used for constructing state targets. This includes (1) raw SOI data for states, plus (2) certain variables derived from the raw data, and shared down from the aggregate national TMD data
• Create target files from the data file, using an R script

To come over next several days: documentation, examination of results, and better organization of the files.
