Changes

The new learning platform needs different packages to platypus. This PR updates them to match Qiskit/textbook/dev/v3.x.

To do:

Check environment builds correctly
Check code examples work with environment
- Basics of quantum information
- Variational algorithms course


          Match requirements to textbook v3 branch
