Similar to REAndroid/APKEditor#156, with some minor changes, support for all Android versions can be established for use of ARSCLib and/or APKEditor in an Android application with no further modification of the tools necessary.

Hmm 127 files ? We don't have full regression/test so not sure what will cause latter.
Is this all about to support below android api 24 ? Currently playstore is enforcing all apps to target API 34+ , I believe there are are almost no end users with android below 24.
I appreciate your hard work, but make your PR modular next time (one topic at a time), thus we can revert it back easily in case something goes wrong wo major damage on future commits. for example Base64 should be one PR and compilers like javac complains about reserved package name java.**, you can relocate to com.reandroid.utils. with proper CR notice.

Thanks for your advice.

I will close both PRs, I think it is not necessary to merge into the main repositories. Maybe I will maintain it in my own for my own usage.
