Adds a GitHub Actions workflow to notify Discord of new pull requests using a webhook.

• Workflow:
  • Adds .github/workflows/discord-pr-notify.yml to send Discord notifications for new pull requests.
  • Triggers on pull_request event of type opened and workflow_dispatch.
• Jobs:
  • notify job runs on ubuntu-latest and uses Ilshidur/action-discord@master to send notifications.
  • Notification includes PR title, URL, and author.
• Environment:
  • Requires DISCORD_WEBHOOK secret for Discord integration.
