Video-to-character-painting

This program can convert video into character painting.这个程序可以将视频转换为字符画。

You need to prepare:

1. Python 3.7.2 (not a mandatory requirement, but at least it should work normally)

2.window64

3. Enough memory

4. Please have a translator to convert Chinese notes [if it's too troublesome, you can translate the things in print and submit them to me as a branch.]

5. Press start.bat to enjoy
