While being a small PR, this is the final change for launching version 1.13 which should fix most of our support- version|os-conflict issues.

@lawrennd with your approval on this PR, I would release GPy==1.13.0, which should address the majority of the issues we have regarding linux/mac support, modern python support, and numpy/matplotlib support.

That release will give us some room to breathe as it ensures the usability of GPy in "modern" projects
