Instead of compiling this every time we build the image, we have a precompiled version of qsvdp that gets copied into place. Once we upgrade Ubuntu, we will be able to use apt-get for this install instead of having to cimpile it at all.
These need to be in afterinit.d instead of entrypoint.d because they were failing occcasionally when run too early and the database wasn't available.
