First project MVP version, with all the basic functionality:

• Load and save deployment plans from and to the underlying database
• Work on deployment plans by deploying and un-deploying patrols
• Real-time calculation of effects of patrol deployment, including fairness of deployment plan
• Integrated optimization for prescriptive analytics using CPLEX optimizer
• Option of using fairness as an optimization objective
