Changes are based on JJF not requiring any ownership since it is an event only position, with variable responsibilities as needed. There is no FIN sector defined (only app sectors so, JJF should have redundant ownership of JJR sectors should JJR disconnect/log-off.
JJF should cover tower sector if tower logs off. (Although these are not expected scenario).
For APP ownership: JJR then JJF
For TWT ownership: JJF before JJR.

Get rid of JJAPP sector as this is covered by JJAP-M and JJAPP-S.
JJCTR and JJCTR-S renamed as no sectors exist with this title. (This will also affect JB and JA)
