Lower bounds are encoded as *signed* integers, instead of unsigned ones. This is the only place where signed integers are used, but the decoding mechanism for signed integers is different.

Fix issues in
dotnetmodule, specifically:Parsing of array dimensions was incorrect because low boundaries were parsed as unsigned variable-length integers, and they are signed.
Generic arguments in classes and method were not properly handled.
