Remove network state monitoring

• Since network state monitoring is enabled by default, it throws exceptions for platforms like unity and MAUI ( .Net MAUI app throws System.Net.NetworkInformation.NetworkInformationException when creating AblyRealtime object #1205, Unity and IL2CPP build #1110 )
• I strongly feel this will also create problems on xamarin Android and xamarin iOS.
• According to this issue Issue/380 allow to disable networkstate monitoring #392, marto83 proposed we implement the spec RTN23 and get rid of network state monitoring.
• This will also fix connection leak issues mentioned here Check connection health using HEARTBEAT #1186 and will help get rid of other workarounds.
• Some prior work has been done to help with this here Add 'heartbeat=true' to the default connection Uri #510
