Each space can be affected by Firestorm.
Firestorm occurs in Summer if at least 40% of the map is covered by Chaos. Each Grass, Forest, Soil, Crops or Trenches tile has a 20% chance of receiving Firestorm, increased to 40% if the tile has no humidity left. After 80% of the map is covered is covered by Chaos, those tiles have a 50% of receiving Firestorm, increased to 70% if the tile has no humidity, and each City, Town, Farm, Outpost, Barracks, Industry, or Airfield tile without humidity has a 10% chance of receiving Firestorm.
In the Decay phase, Firestorm deals 3 shots of 2 damage to tiles, ground units and air units in an indiscriminate damage step.
