Hmmm I was planning to have the check as "if there is no Xvfb but weston+xwayland is installed" would be a better option. While RHEL10 is the first major distributions to switch this way it will be required for others going forward (I would not plan to add the rhel10 label onto my CentOS stream 10 systems for example)
Or, since this is being done within the pipelines, I would suggest that we might want to have a label like sw.tool.wayland that we trigger from.

This is the initial PR to initiate RHEL10 testing. Our machines currently lack the proper labeling. The logic can be refined as needed.
