Automatic configuration initialization

The Kebechet app was installed on this repository but no configuration was found. This PR contains basic configuration
of runtime environments and managers.

Information about each manager including configuration:

  • Info: provides info about python
    packages detected as well as dependency graph
  • Label Bot: auto labels issues using a
    pretrained natural language processing model
  • Pipfile Requirements:
    synchronizes requirements.txt with a repositories Pipfile dependencies, or entire locked dependency stack
  • Thoth Advise: manages Python
    dependencies using Thoth's recommendation system
  • Thoth Provenance: validates
    Pipfile.lock against remote index
  • Update: automatically update
    requirements.txt or Pipfile dependencies in a repository
  • Version: updates version strings upon
    request in repository
