Address issues #1858 , #1859.

  • Fixes regression in two of the post processing scrips make calls
  • Fixes a bug in Make
  • Includes new doc as well as refactored doc to align with the latest Ansible for IBM Z docs.
  • Removes unused RST
  • Minimizes doc to what is contributed back to Ansible for Z
  • Adds new packages to the requirements.txt used in the venv for generating doc
