Fix mingw download in base Windows image (#6337)

I am not sure why but the download is no longer working. Using this trick (https://stackoverflow.com/a/69552948), we can force Sourceforge to redirect us to the download mirror immediately. Signed-off-by: Antonin Bas <[email protected]>
