* Add BuildKit cache cleanup in CI
* Declare DOCKER_BUILDKIT when building image for docker compatibility.

@tnqn @XinShuYang please take a look, Windows e2e failed due to buildkit is not enabled properly, we need to backport this change to fix e2e failure. Thanks.
