Bump target Beam version to 2.63.0 after release

@damccorm looks like sbt isn't installed on the runner?

These just use github hosted runners - https://github.com/apache/beam-starter-java/actions/runs/13525919230/workflow?pr=126#L15 - and they may have changed the underlying installed tools, so we might need something like https://www.scala-sbt.org/1.x/docs/GitHub-Actions-with-sbt.html

#128 should fix, then we can pull in those changes + rerun checks.
