[SonataFlow] Migrate DBMigration Image from SonataFlow operator repository to kie-tools

We have a new image managed by the SonataFlow Operator that needs to be distributed as Data Index, Jobs Service, etc.

This new image is within the operator's repository (which will be migrated here). This issue is opening up to have the image come first by the contributor who introduced it in the operator's repo.

Doing this makes it easier to bring the operator in afterward.
