Basic server set up and Django Project Deployment

In this release, a blank ubuntu server can be set up into a fully functioning server capable of serving Django project files while also automating automatic security and email configuration as well as installing a PostgreSQL service along with Memcached caching framework as well. Memcached is set to run on the standard port of 11211. Currently, this configuration cannot be modified.
