apacheGH-2787: Deadlock in JenaSystem.init()

- reinstated early return from JenaSystem.init() from before apache@8654c07
- simplified init using "initialization-on-demand holder idiom"
- added integration tests for JenaSystem.init(), also for the parallel case.
