- Add dependabot to keep GitHub Actions and most NuGet packages up-to-date.
- Update GitHub Actions to their latest versions to resolve Node.js v16 deprecation warnings.
- Pin GitHub Actions by SHA.
- Use a repeatable .NET SDK version.
