fix: cleanup migrations, make ETH AnteHandler public, modify encoding config

Description

Basic preparation cleanup PR to enable wiring into Babylon node:

• Cleanup old migrations
• Make ETH AnteHandler methods public
• Modify encoding config with replace for Cronos SDK fork
• Updated init.sh script to be able to run locally for testing
