Pin python docker version to workaround psycopg2 import error

Details

The unit test reported this error: ImportError: /root/.local/lib/python3.13/site-packages/psycopg2/_psycopg.cpython-313-x86_64-linux-gnu.so: undefined symbol: _PyInterpreterState_Get

psycopg2 doesn't yet support Python 3.13 - see psycopg/psycopg2#1692. The Python package reports that up to Python 3.12 is supported.
