Description of changes:
Create account button on account-select page route to create sbc connect account form.
2nd/3rd page do not validate with a red X on 'submit and pay' button click if have done nothing on the form
Drop down for PR reasons need the hack fix for grey text css (on windows)
Add "Create registration button" to STR registry dashboard mobile
Add back status labels as per design on the mobile view of the STR registry dashboard
