LCFS - Make the FSE ID grid column "kWh usage" an optional input rather than a mandatory one

Describe the task
Update the "kWh Usage" column in the FSE Identification section of the compliance report to be an optional field. The business area has requested this change to accommodate suppliers who may not have their kWh usage information available while still allowing those with the information to report it.

Purpose
To provide flexibility for suppliers in reporting kWh usage by making the field optional. This ensures that suppliers without the information can still complete the FSE Identification section without being blocked by a required field.

Acceptance Criteria

• Update the "kWh Usage" column in the FSE Identification section to be optional.
• Ensure that users can submit the FSE Identification section without entering data in the kWh Usage field.
• Validate that the change does not affect existing functionality for users who do input kWh usage.
• Test the updated form across all user roles (e.g., IDIR and BCeID users) to confirm that the optional field works correctly.
• Also add a required label on the "Port" column as this is a required field
