Added /writable system-files interface to allow scripts to write to those paths on Ubuntu Core devices.

It's pretty broad access, so I'd suggest we not auto-connect. It could be connected via the gadget snap in cases where it's needed.

It looks like this change is based on a previous version of snapcraft.yaml as it doesn't include the recently added annotations interface.
