Why is this needed?

This is a (preferred) alternative to #2887

This introduces meta packages with new names that Depend on the old names.

Test Steps

I uploaded to ppa:orndorffgrant/proclient-newname-test

Try upgrading and apt install ubuntu-pro-client-ing with that ppa

This was rejected in favor of #2887 because of the product desire to totally remove ubuntu-advantage-tools in future ubuntu releases.
