wip: try out profiling CI with polar signals

Why is this needed?

This adds polar signals profiling to our PR CI runs, or it will once we have a project in polar signals. Currently, it just adds the boilerplate but the secret doesn't exist yet.

Test Steps

Once it is working, check out the project on polar signals.
