Set GEM_PATH to be the same as GEM_HOME so that gems are bundled hermetically with the repo using ruby.

I was experimenting with using hermit to manage ruby, but on my system rvm is currently setting GEM_PATH, which doesn't get overridden by hermit and results in ruby not installing and finding all the gems. |
