MQT Predictor Version Upgrade #130

This PR upgrades brings various new features and improvements, namely:

integrates both the current stand-alone ML and RL approaches into a holistic framework
upgrades to the latest MQT Bench version (resolves ⬆️ Update mqt-bench requirement from <0.4.5,>=0.4.4 to >=0.4.4,<1.0.5 #128)
supports two further devices (Quantinuum H2 and IonQ Aria1) (resolves Integration of further Devices / Upgrade to MQT Bench v1.0.0 #111)
updates the checkout action (resolves ⬆️ Bump actions/checkout from 3 to 4 #127)
allows for the integration of mapping actions instead of only layout and routines ones (resolves RL: Support for combined layout and routing passes #77)

For that, most of the existing code has been touched/modified/improved.
